Vallipunam: A Sri Lankan Tragedy

By Tisaranee Gunasekara

"The Sinhalese polity had two choices. One is to treat the Tamils as a fifth column to be degraded and marginalised by a mixture of violence, attrition and deceit. The second is to trust them, take the plunge into federalism and build up a relationship of amity".
The UTHR (Ketheeswaran Loganathan and the Tamil dissidents’ dilemma – 15.8.2006)

The Tigers say that the Vallipunam air raid targeted an orphanage hosting a leadership and first aid training workshop for school girls of Mullaitivu and Killinochchi. The government contends that it was a LTTE training camp for child soldiers. Either way we can be sure that the young participants did not have much of a choice about their presence in Vallipunam at 7 am on 14th August 2006. If the LTTE is correct, the participants would have been ordered to attend the ‘workshop’ with no excuses tolerated; something the Tigers have been doing to schoolchildren throughout the peace process, with nary a protest from Wickremesinghe, Bandaranaike or Rajapakse regimes.

If the government is correct, these were children conscripted by the Tigers. One way or the other, the girls who perished in Vallipunam was not guilty of any crime; their only crime was to be Tamil children, in the wrong place at the wrong time. Their deaths symbolise not only the brutality of the conflict but also the hypocrisy of both the LTTE and the regime in their dealings with Tamil people. Neither the LTTE, the self-declared liberator of the Tamils, nor the Lankan state, which claims the Tamils as its citizens, cares about the basic rights of the Tamils, including the right to life. The Tigers want Tamil corpses and the government has no compunction about providing them.

In December 2001 the newly elected Wickremesinghe administration declared a ceasefire. The Tigers responded positively. But the guns did not fall silent in the North and the East. During the peace process the Tigers carried out a concerted campaign to wipe out their Tamil opponents and to cow the Tamil civilians into submission. This was made possible by a MoU which paid scant heed to the basic human rights of the North Eastern Tamils and enslaved the Tamil people to the Tigers. The South and the international community wanted peace at any cost and were not about to let the rights of the Tamils to stand in the way of achieving this overarching goal by appeasing the Tigers.

Now the pendulum has swung to the other extreme. The right of impunity which was bestowed on the Tigers under the ceasefire is in danger of being transferred to the Lankan Forces in the Fourth Eelam War. The execution style killing of five students in Trincomalee in April, together with a number of other incidents in which civilians became the target of counter-violence by the Lankan Forces, is indicative of this disturbing possibility. Obviously the regime does not understand the vampiric nature of the Tiger and that it feeds on the blood of the Tamil people, especially children. The Vallipunam raid which caused the deaths of scores of young Tamil girls is not only an act of immorality which demeans the Lankan state; it is also a rare propaganda coup for the Tigers which they, with their customary skill, are using to the maximum. Ultimately this atrocity will benefit neither Sri Lanka nor its security but the LTTE and the project of Tiger Eelam. The fact that the Tamil Nadu state assembly roundly and unanimously condemned an action by the Lankan state is indicative of the bonanza the Tigers received from the Lankan Air Force, literally out of the blues.

The Tragedy of the Child Soldier

The MoU sacrificed the North Eastern Tamils to the appeasement needs of the Sinhalese and the fascistic designs of the Tigers. Its biggest victims were Tamil children. Child conscription was one of the main preoccupations of the Tigers during the last ceasefire. Using the opportunities afforded by the MoU, which did not contain any clauses safeguarding Tamil children from conscription, the LTTE ventured unhindered into government controlled areas (in the memorable words of Father Harry Miller 'like an ogre periodically descending from a mountain') and took away Tamil children from schools and homes. The regime, the SLMM and the Southern society turned a blind eye to this outrage while the Tamil Diaspora (with its own children safely in schools and universities) justified and celebrated it. The peaceniks ignored this abomination in the name of peace while the patriots did not care because it was Tamil kids. The only ones who cared were a handful of individuals (like Father Miller and Prof. Harendra Silva of National Child Protection Authority) and organisations (such as the UTHR, the Human Rights Watch and the Amnesty International). When the AI raised the issue of child conscription in early 2002, Defence Minister Tilak Marapone in an interview with the BBC, dismissed the reports as 'unconfirmed gossip' of which the Government had no evidence. (UTHR – Special Report No. 14 – 20th July 2002). The rest of the South (including those patriots who are raring to defeat the Tigers over the corpses of Tamil children) maintained a deafening silence.

Not only did the government not try to stop child proscription; it also permitted the Tigers to give orders to government officials even in the cleared areas. The LTTE, for instance, was permitted to demand the attendance of school children at their various functions and programmes. When parents and the teachers protested, the state did not come to their aid. When the Tigers intimidated or murdered those who protested (including two school principles in Jaffna) the culprits were allowed to get away scot-free. All in the name of peace. It took the untiring efforts of a handful of Tamil and international organisations, notably the UTHR, the Human Rights Watch and the AI, and the late Lakshman Kadirgamar to bring the crime of child conscription to the attention of the international community. The EU and the Canadian ban on the LTTE was in part a result of the efforts of these individuals and organisations, all of them non-Sinhala.

Let us assume that the government is right and the Vallipunam was a Tiger training centre and the victims were child soldiers. Civilised states do not treat child criminals the same way they treat adult criminals. Children are punished but qualitatively less severely than adults; the assumption is that the degree of culpability is less precisely because they are children. The same principle should be applicable to child soldiers, particularly if, as we claim, these are conscripts, taken away by the Tigers against their wishes and cowed or brainwashed into obedience. True, in a fire-fight this principle is hard to apply; in a situation of combat it is not possible to wonder whether the enemy attacking you is a child or an adult. But this principle can and should apply in the case of predetermined air raids, especially in a theatre where fighting is not taking place. It is one thing to kill child soldiers when they are engaged in battle. It is quite another thing to deliberately target conscripted children in training camps (the same difference as attacking navy crafts on patrol and the targeting of the Pearl II cruiser which was carrying 700 troops on home leave, a difference we were quick to capitalise on, and rightly so). The first can be excused as a sad necessity of war; the second is an act of terror which makes a mockery of our entire campaign against child conscription.

An act of terror is an act of terror irrespective of the identity of its author. If an act of terror is committed by terrorists it is reprehensible, though not exactly remarkable; terrorists are terrorists precisely because terrorism is their modus operandi. However when a democratic state commits an act of terror, it is not only reprehensible but also a cause for serious concern because it can indicate the future trajectory of that state. Mistakes happen in wars; the Vallipunam raid which killed scores of young girls could have been a mistake; but the subsequent attempts to justify it, implying that any Tamil child forcibly given even a limited training by the Tigers is a legitimate target, even out of the battlefield, is a reason for concern. This 'justification' can be used by a segment of the state to target Tamil children indiscriminately, in the name of fighting the LTTE.

The Indian Factor

The Tigers are trying hard to woo India. This is obviously a strategic goal. The LTTE attack on the Pakistani High Commissioner (which the Tigers have not bothered to deny, as they usually do, in the case of high profile crimes with political implications) could be a part of this grand plan to win over or neutralise India, if not now, at least under a different, a more pro-Hindu and anti-Muslim administration. India suspects a Pakistani involvement in her own terrorist problem; the BJP has been very vocal about this suspicion. According to the BJP President Rajnath Singh "It is a known fact that Pakistan is at the centre of all terrorist activities. India should ask Pakistan President Pervez Musharraf to dismantle it on its own, but if he finds it difficult then he should ask for India's help. But even if he fails to act then India should take the international community into confidence and dismantle the terrorist camps being run on the Pakistani soil" (The Hindu – 15.8.2006). It is possible, that the Tigers, by targeting a Pakistani diplomat, were sending a signal to India in general and the BJP in particular that they can be a willing and an able ally in India’s own battle against terrorism.

Incidents such as the Vallipunam killing are bonuses which will help the Tigers in this task of wooing India. Probably for the first time since the killing of Rajiv Gandhi, the Tamil Nadu state assembly has unanimously condemned an action of the Lankan government in the strongest possible terms. Describing the air raid as 'barbaric, uncivilised and inhuman' the state assembly observed a two minutes silence in honour of the victims. The Lankan government has given to the Tigers on a platter something they have tried hard, albeit unsuccessfully, to achieve – causing a change in the political and public opinion in Tamil Nadu against Sri Lanka (and thus for the LTTE). A few more incidents of the Vallipunam sort and we will push Tamilnadu to where it was during the First Eelam War; Delhi and the world will not take long to follow.

Whatever its military successes, Sri Lanka is not doing well in the 'war of perceptions'. And in winning the 'war of perceptions' superior fire-power can be a hindrance, as the fate of Israel demonstrates. When Israel commenced its all out war against the Hezbollah the Sinhala supremacists rejoiced, dreaming of emulating the Jewish state. They should take a good look at the results of that war – a vastly more popular and stronger Hezbollah, a direct result of Israel’s air war which did not discriminate against the armed enemy and the civilians; and a peace deal which is a politico-propaganda defeat to Israel. Hezbollah is emerging from the rubble of South Lebanon as heroes; Lebanon’s Christian Prime Minister has firmly refused to disarm the Shite group hailing them as the only organisation which stood up to Israel; and Sheik Hassan Nasrallah is the most popular leader in the Arab world today. That is what Israel’s indiscriminate warfare did for Hezbollah and did to the Jewish state. If we continue on our present course, if there are more Vallipunams, we will hand the Tigers a similar victory. There is nothing that helps the Tigers as much as the corpses of dead Tamil men, women and children, killed by the 'enemy'.

Vallipunam is a Tamil tragedy; it is also a Sri Lankan tragedy. It symbolises the plight of the North Eastern Tamil children – citizens of Sri Lanka, abandoned by the state, exploited by the Tigers and finally killed by the Armed Forces. The Tigers took away their right to childhood, with the tacit connivance of the Lankan state, which then proceeded to target them and justify that act by claiming that they were child conscripts. The Tigers and the regime both acted unjustly and cynically with brutal disregard for those young lives. The presence of those young Tamil girls in Vallipunam and their deaths demonstrate that the Tigers have no concern for the Tamils and the state and regime are Sri Lankan in name only.

WAR in Sri Lanka again

Sri Lanka rebels attack army camps
Reuters.uk, UK - 1 hour ago
By Simon Gardner. COLOMBO (Reuters) - Sri Lanka's army and Tamil Tigers fired artillery shells at each other's positions on Wednesday ..

The war finally broke out Sri Lanka, The Liberation Tigers of Tamil Eelam are proving again that they are invincible. But how long they can hold the places they captured. Can see That Tamils liberation force has moved upto Muttur which is 30 Km away from Triconamalai. The coward Sri Lankan Army who started war will face the humiliation in coming days.

Apparently, Government fall as a pray to Tiger Water blockade on Mavilaru and started the offensive by pounding the Tamil Liberation army controlled area for 6 long days amid SLMM criticizm.

Sri Lanka Will Stop Offensive When Rebels Lift Water Blockade
Bloomberg - 3 hours ago
Aug. 2 (Bloomberg) -- Sri Lanka's army will stop its offensive against the Liberation Tigers of Tamil Eelam when the rebels agree ...

The Sinhalese chauvinist force which was itching to start the WAR, eventually took the water Blockade as a reason to bombard Tamil belongings and inched towards the water hole, by ignoring Tigers Warning. In spite of the victory over the Army camp and inflicting heavy damage to Sri Lankan Chauvinist army, Tamil Liberation Army must have lost more fighters.

Wish the War will be over soon, so my Tamil brothers and sisters can live the normal life.

Srilankan TAMIL Bakra

My comment to the news publised in DNA.

Rajapakse reiterated his call for new talks with the Tamil Tigers

How serious Mr Rajapakse we never know. He is cowardly successful in marginalizing the http://www.tamileelamnews.com/news/publish/tns_5508.shtml”> UNP not being part of deciding panel . The Tiger’s Proxies and third majority party in parliament was not invited to participate.

So panel is formed with rest of south hardliners and Government sponsored Tamil parties such as EPDP (who has no support base among Tamils). Even though no deadline has been given to the panel, Sri lankan government protocols and Sinhalese media started claiming that whatever panel decide would be the final solution to Tamil long grievance problem. Means no room for negotiation, they (Tiger and Tamils) have to accept without complaining. (OR ???? )

In order to win the Tamil hearts over the final solution (???) every day Mr.Rajapakse calls the press to announce Billion dollar welfare to North East J. How many of them will be executed no body knows?. All indicates that bloody war is waiting in the name of introducing constitutional reform on Tamil. From the tone of Indian government protocol, If war breaks out Indian will openly assist to Sri lankan Army to completely wipe out the LTTE from North East or make them to eat whatever thrown by southern hardliners.

Well, Indian cant be blamed because the < href="”http://www.upi.com/Energy/view.php?StoryID=20060710-054728-4742r

”> Chinese are already at columbo door steps.. . Nothing wrong in sacrificing the eelam Tamil as Bakra..

SRILANKANS killed Rajiv Gandhi....

PREMADASA OR LTTE OR VIJITHA MUNI DE SILVA???
I was doing some search on Rajiv Gandhi assasination which led to many speculation, all of them pointing not only LTTE also the Premadasa (the late Srilankan Prime minister), Israle Mosaad.

But one thing is sure that both the Sinhalese and Tamils were part of ploy in getting the Rajiv Gandhi killed. In that case why this Meenakshi Iyer , Dixit, Karthikeyan are pointing only the LTTE?
Please read my personal notes..

How the Srilankan Navy man attacked the Raji gandhi
His name is Vijithamuni Rohana de Silva

uring the ceremonial send off, he had to perform the usual inspection of the guard of honour at the airport. As he was doing so, a naval rating (sailor), who was part of the guard of honour contingent, reversed his rifle and tried to hit Rajiv on the head with it. Had he succeeded it may well have proved fatal.

Vijithamuni Rohana de Silva is supporting Kumaratunga's party. (1987 story)
Another candidate out of the contest this time is a disgraced sailor who tried to assassinate former Indian premier Rajiv Gandhi by attacking him with the butt of a rifle while he inspected a guard of honour in July 1987.Vijithamuni Rohana de Silva, who failed to enter parliament by contesting under a radical Sinhalese group last year, announced in November that he was now supporting President Kumaratunga's party.

The how Srilankan Navy ployed to kill raji gandhi

Failed assassination attempt of July 30, 1987 on Rajiv Gandhi

“As Rajiv Gandhi was about to depart for India, he was invited by the commander of the Navy Ananda Silva to inspect a guard of honour. Gandhi obliged. As he was moving past the men, something totally unexpected happened. Vijithamuni Rohana de Silva, a naval rating from the south, suddenly lifted his rifle and brought it on to the visiting Prime Minister of India. Neither Ananda Silva nor Gandhi’s security men responded fast enough either to push Gandhi away from the sailor, or to immobilize the attacker.

“There are two ways of looking at the Premadasa imbroglio. One, Premadasa took his political hatred towards Rajiv to the macabre conclusion of plotting the Indian leader’s assassination. And once the objective of eliminating Rajiv was achieved, Premadasa himself was bumped off in a typical LTTE style of eliminating the man who knew too much. This theory seems probable with the assertion of J.Ranganath, sentenced to death by the trial court for sheltering Rajiv’s assassins, Sivarasan and Subha. [Note by Sri Kantha: Sharma’s book was released in 1998, when Ranganath’s status was pending before the Supreme Court appeal. In May 1999, the Supreme Court acquitted Ranganath.]

Tiger might played as arrow role .
Ranganath, who filed an affidavit before the Jain commission accusing the CBI of holding key facts and shielding several culprits, said in an interview to Outlook (December 8, 1997) that Sivarasan ‘wanted to go abroad directly from Bangalore’. Sivarasan feared that he might be killed if he were to go back to Jaffna, Ranganath told the magazine. He also said Sivarasan, who regarded controversial Tantrik Chandraswami as his ‘godfather’, would arrange safe passage for the one-eyed Jack.

The Pirabhakaran Phenomenon Part 34 - www.sangam.org/...

It was election time 4:00 AM dawn , I don’t remember how old I was that time. Was sleeping next to my father on the floor. My mother and sisters both went to bring the water in pots five blocks away from our home, while the male sleep at that time. I was between sleep and awaken my mom stormed the house with the water full pot sitting on her hip, calling my father with sense of Urgency "Yennanga! Rajiv Gandhiyai konnuttangaalam" (RajivGandhi is assassinated)

Something really chilling intruded in my spinal card and felt the coldness up to my head, was speechless for a moment. I guess I was 10 year old that time. Gazed at my father who is visibly shaken by the morning news....
My mom! murmured something, after 10 minutes of silence father said, why did they kill in our soil. Later learned that he was blaming the Punjabi Sikhs for that. I grabbed my school bag opened the side pocket "Velupillai Prabakaran" photo fall on the floor , somehow I felt odd. I was influenced by his courage and vision that time J and carry

his photo in my bag.

Later news started to spread that Karthiykeyan (the officer who was in charge of Rajiv Gandhi killing investigation) is behind of LTTE men hiding at Bangalore. After a day saw the rows of photo Sivarasan, Suba and 11 more Tamilians. For my surprise I felt sympathy for those who died rather being infuriated by anger, for removing our prominent leader Rajiv Gandhi. Please dont ask why, could be because of stories that IPKF committing at srilanka, suppressed my feelings towards Rajiv Gandhi and opted the soft stand for Tamilians who was trapped to commit suicide. I can still remember both suba and sivarasan faces.. Also the gruesome picture of Rajiv Gandhi, an noble man. Still don’t know what good things he did to Srilankan Tamil, but he had a vision for India.

IPKF- srilankan tamil calls them Indian People Killing Force , they killed / rapped many tamilians than the Sinhalese Army did i would say. My cousin brother who was working that time with IPKF told many stories, unfortunately he too was involved in some of the atrocities against innocent Tamilians. He brought some broken gold chain to my elder sister with the claim that he bought it at Srilanka jewellery shop, some how my mother sniffed it is not new. Asked him to confess how he get that one, he told that he looted in one of the Tamilian house as everyone at that home left to London. That what was the last time I saw my cousin brother then he never come to my because of my parents. My friend Malini become ferocious whenever she hear IPKF, you should see her reddish face and the pain in her eyes..

Whatever.. the reason why I am talking Rajiv Gandhi, past two weeks there is lot going on in Indian dailies about Balasingam apology on Rajiv Gandhi assassinations.
I wondered why he is apologizing now, to get the sympathy of the Indian government...
There is no one in Delhi can help tiger now because it is congress government, the only messenger and comedian Vaiko cut off his goodwill in Delhi.

And the New Delhi policy chairs are filled with Dixit, Narayanan, Meenakshi Iyer and N.Ram. They all think Srilankan Government is correct democratic, law abiding and

Srilankan government will not kill their own people on the bus by detonating claymore…

They think that LTTE is Terrorist…

So what is next in Tiger’s plate I am eager to watch..

Hard to believe that innocent civilianes are being killed to get the attention of international organizations sympathy and their support. The massacre of 69 unarmed vulnerable common people (includes kids, women, monk and men) are killed many including 9 kids with school uniform near a Sinhalese only village located next to AnurathaPura. The public transport bus was toppled with two claymore killed as many 69. As everyone expected Government is very quick in accusing the LTTE and indiscriminately pounded the rebel held area as close as their defacto capital kiliNochi.

Speculation is that LTTE may not be the cultpir to plant Claymore, SL Government is opportunistic to blame the LTTE and unleashed aerial, artillery bombing on Tamils. What LTTE would gain by kiling civilians, as their image is already shrunken and shaken in international opinion LTTE will unlikely take such surrogate measures to count on innocent civilian. Then who is the question mark ???? Many point there finger to Karuna and Sri Lankan Intelligent unit.

Although all the nations condemned the attack only the US specifically pointed the finger at Tigers by accusing the kiling bear all the hallmark of LTTE.

Wanted to highlight that Sri Lankan Army nor their paramilitaries have many Human Right violations than the LTTE. Even 10 days back the SL Army cruelly killed the entire Tamil family in Mannar, the girl was just 10 years old with multiple knife piercing around her vaginal. The boy 6 year old was tortured by tearing his abdomen by sharp knife. The mother of those was raped and killed by injecting Knife in her neck. The helpless father has been hanged on the roof bearing torture.

This attack is well planted as like the one in Triconomalai last month. What bothering me is the media all of them biased, they might be upset with LTTE but with Tamil people. If media ignoring the Tamils suffering, only the LTTE they for safety.

While I was writing, learned that SL army stormed at the church where village people took shelters to escape the Sri Lankan Navy atrocities Mannar Sea. The SL Navy indiscriminately fired at the people and lobbed the granide through the open window of the packed church. They also went on rampage by setting fire to all the fishing trawlers, boats , whatever the only hope the people had to survive.

Please note Whenever the SL Navy loose the battle with LTTE they kill the innocent civilians as a revenge....

Wondering who is the protector of Tamils ???? Sri Lankan Government or LTTE

Neither, LTTE aware that SL Navy will harass and assasinate the Tamil civilians if they attack the SL Navy, So they attack. SL Navy like killing and tortouring unharmed civilians to peel off thier depression of defeated.

EU Ban on LTTE, Is an Approval to Government of Srilanka to continue Tamil Genocide?

EU ban has been finally announced, which have been an music to all the critics LTTE especially the Sinhala Extremist ( Buddhist Monks, Srilankan Government, Srilankan Army, 90% of Sinhalese People and Srilankan Government sponsored Tamil Paramilitary Group such as EPDP, PLOTE and Karuna Group). I bet they all either fired the crackers or atleast Bullets on some Tamil civilian head to celebrate this event.

But what about the 90% of Tamil People who still think that LTTE is the only savior from Sinhalese outrageous, inhuman suppression on Tamil community. From my point of view, LTTE may get more sympathizer and fund support because of this. I knew many Srilankan they all think that LTTE is the protector and who stands for Tamil People.

There was lot of meetings organized around the EU nations to show the Sri Lankan Tamil’s frustration over EU irresponsible act by banning the LTTE.

http://www.tamilnet.com/art.html?catid=13&artid=18333

Mr. Narayana Swamy in his article declare that EU, Co Chair cant halt Tamil Eelam goal of LTTE.

Perhaps! I didn’t feel bad about the EU ban on LTTE, I think LTTE deserve it. But the timing is not correct. Suffering Tamil from srilankanka doesn’t have much opportunity to air/net their miserable life caused by Srilankan Army’s everyday atrocities. The EU Ban will add more gasoline to Srilankan Army and Government to continue their fascism act against Tamil. The government of Srilanka will consider this as an acceptance of other countries and continue killings which have been going on since November 2005. (Please read my posting Saturday, May 20, 2006).

Even the long time critics of LTTE Mr B.Raman (The editor of Hinduonline.com) refers the following

The LTTE is one of the most dreaded terrorist organisations of the world, which was responsible, inter alia, for the brutal assassination of Rajiv Gandhi, our former Prime Minister. Purely on merits, a ban on it would be justified, but the timing and the manner of the ban should not give an impression as if the EU is taking sides with the Sinhalese extremist elements.

In the above article he claims even the shri Shyam Saran, our Indian Foreign Secretary, at New Delhi characterized the current violence status of sri lanka as “tit for tat violence” and expressed his concern that EU Ban has been imposed based on one side of dissemination Propaganda claimed by Government of Srilanka.

EU Decision to ban the LTTE will be exploited by the Government of sri Lanka as the international community's acceptance of its version of the Tamil genocide (killing , slaughterering, massacring, ethnic cleansing, liquidation, extermination and annihilation of as little as 4 month old infants, children, Girls, boys, youth, men and women)

Which have been going on since November 2005. I personally see that EU has been mislead by Government of Sri Lanka Rhetoric one-sided news.

I feel, EU must have consulted with Indian Tamil politicians and Srilanka Tamil politicians before banning the LTTE. The reason why Indian Tamil politicians is, Tamil nadu(in southern tip of India, my birth place) is the one who will be suffering by refugee influx and emotional feelings when war broke out.

Srilankan Government Peace Dove mask will not sustain longer, sooner or later the world will realize the truth. Like it happened during the Chadrika Kumarandunga government , she unleashed lethal war against innocent Tamils in the name of “Peace for WAR”.

The government headed by Rajapakse is a Sinhalese extremist’s government, who think being Sinhalese means practicing supremacy on other helpless minorities. Some time I even wonder that Rajapakse government is filled with slaughters, butchers and terrorists as like as Pirabaharan’s jungle hideout.

Why can’t they (Sinhalese) devolve the power to Minorities and accommodate them in sri lanka national stream … then all this suffering by tamil people would have been vanished.

Why this world is silently witnessing the 60 years of ongoing Tamil’s grievance………By end of 2100 Tamils from Srilanka would be ethnically cleaned out, is that everyone wanted.....

US and EU view has been defected on the view Srilankan Tamil Issue.

This week, The second in Command of LTTE is assasinated.
LTTE blame Government of Srilanka Navy (SLN) . But SLN denies and accolade the LTTE defector Karnua Faction.

US, EU blacken hopes for Tamils

Desperate people do desperate things. The world has witnessed many instances where minority groups _ discriminated against, taken advantage of, and who want to attempt to improve their lot for their children's future _ have resorted to violence against their oppressors. It is a human reaction that when requests and negotiations fail, people will fight, often physically, for their rights. Often when a government is the oppressor, the United Nations, a super power or a neighbouring alliance of countries, will put pressure on that government to show restraint and end the discriminatory practices.

The United States has correctly branded Osama bin Laden, al-Qaeda and the pilots and hijackers aboard the 9/11 planes as terrorists. But President George W Bush is leading the White House and persuading its allies in misusing the label ''terrorist'' when referring to those minorities who are fighting, sometimes violently, their oppressors. These ''Davids'' of the world, in most cases, are only standing up to their ''Goliaths'' in the only way left to them after all else has failed.

It is extremely hypocritical that while Mr Bush touts democracy as being a main reason for the invasion of Iraq, when the Palestinians duly elect their democratic government in a free and fair vote, Mr Bush and his White House colleagues refuse to deal with them. The Hamas government is labelled a terrorist organisation, when in fact the Palestinians are in a desperate fight against their oppressors.

Last Thursday, under pressure from the US, the European Union agreed to label the Tamil Tigers in Sri Lanka as a terrorist organisation by June 1, unless it renounces violence. Yet the Colombo government historically discriminates against Tamils in Sri Lanka, limiting their education opportunities, denying them a place in government employment and restricting them in many other areas. This week, men in soldier's uniforms gunned down an entire Tamil family and the second-highest Tamil Tiger leader was assassinated. Late last month, the Sri Lankan navy moved to close the shipping lane in the north which provides the only link to the outside world that the Tamils have. This vital transport route, if closed, would bring starvation and further destitution to the Tamils, so they retaliated with every means that they had available and a navy vessel was sunk with the loss of some sailors' lives.

When the tsunami struck Asia, it wiped out many homes and infrastructure in the region which is under the control of the Liberation Tigers of Tamil Eelam (LTTE), but international aid remains blocked and certainly no government expenditure has been forthcoming to this desperately poor area.

In June 2003, the US, EU, Norway and Japan raised $4.5 billion in pledges of aid for the Colombo government but tied much of it to the progress of peace talks with the LTTE. Peace broker Norway has failed to bring the parties together for months as the supposed cease-fire continually is broken. Because no progress has been made in peace talks, it is unlikely these pledges will be called upon any time soon. This quartet of powerful nations is to meet again on May 30 to decide their future role in Sri Lanka.

The LTTE's political-wing chief, S P Thamilselvan called the EU move ''shocking and surprising'', and added that the Tamil people were ''banking their hopes'' on the peace process. For the US and EU to be blacklisting the already downtrodden LTTE is humiliating for them and sending them further into global isolation. The Tamils began their fight in 1972 and reports suggest 60,000 lives have been lost since then, with more than 200 dead in April alone. Blacklisting puts travel restrictions on their leaders, freezes bank accounts and puts in place other hurdles at a time when the only solution appears to be just the opposite.
